This baseline study was designed to support the implementation, monitoring, and adaptive management of the Collective Care Fund (CCF)—an initiative initiated by the Humanis Foundation to strengthen the feminist funding ecosystem in Indonesia. The primary objectives of this study are to map the baseline conditions of the collective care funding ecosystem and practices, identify the capacities and needs of women’s organizations (WROs), and establish baseline values ​​for the program’s key performance indicators.

Using a feminist-informed, intersectional, and participatory methodological approach, this study will utilize a combination of quantitative and qualitative data. The methods used include:

Desk review of program documents, literature, donor reports, and women’s organization databases;
Key Informant Interviews (KIIs) with 30 informants from four categories: WROs, donors/intermediaries, funding ecosystem actors, and public stakeholders;
Focus Group Discussions (FGDs) with WROs in six regions (Sumatra, Kalimantan, Sulawesi, Papua, Java, and Bali–Nusa Tenggara), as well as an offline donor FGD in Jakarta;
An online survey with 150 respondents (WROs and donors) to capture funding patterns, care practices, and organizational resilience;
Network analysis and stakeholder mapping to identify potential collaborations and power distributions.

The analysis process will be conducted thematically and integratively, taking into account ethical principles, gender sensitivity, and the representation of marginalized actors. The results will be validated through participatory workshops with various stakeholders and reviewed through internal peer review to ensure methodological accuracy and relevance of the findings.

The implementation team is from PIRAC, an institution with over two decades of experience in feminist research, philanthropy, and civil society strengthening. The team consists of evaluators, gender experts, field researchers, and feminist funding specialists, who have been involved in projects with Oxfam, PMI, GIZ, the Ford Foundation, and other donors.

The study will be conducted from June to September 2025, with the final output consisting of a baseline study report, executive summary, and presentation of findings to be presented at the project’s closing phase.
